HGV training for service leavers: ELCAS, learning credits and resettlement grants

If you are leaving the armed forces, there is real money to help you train as a lorry or bus driver. It is part-funding rather than free, and the rules on which courses qualify catch people out, so here is how each pot works and what to confirm before you book anything.

The short version

Enhanced Learning Credits (ELC) can pay up to 80% of a course's tuition fees, up to £1,000 or £2,000 a year depending on your service, and you pay at least 20%. Your Individual Resettlement Training Costs (IRTC) grant can go towards that 20%. Standard Learning Credits add a smaller amount for separate learning.

The biggest single check is whether the course and the provider qualify for ELC at all. Do that first, in writing, before you pay a deposit.

Enhanced Learning Credits: the amounts

Check the course qualifies before you book

ELC only funds courses at Level 3 or above (SCQF level 6 or above in Scotland) with an approved learning provider. That matters for HGV training, because the government's Driving Goods Vehicles certificates are Level 2, and we could not confirm from published guidance how a lorry licence course meets the Level 3 rule. At least one provider does list Category C and C+E courses under ELCAS.

So ask ELCAS, and the provider, to confirm in writing that the specific course qualifies, and get the provider's ELCAS provider number. If either answer is unclear, plan your budget without ELC until it is settled.

Your resettlement grant (IRTC)

The Individual Resettlement Training Costs grant pays up to £534 towards tuition fees for leavers with 6 or more years' service, or who are medically discharged. When you are resettling, it can count towards the 20% you have to pay under ELC.

Because ELC and IRTC both relate to tuition fees, ask for a quote that shows tuition separately from DVSA test fees and the medical. That makes each claim simpler to check.

Standard Learning Credits

Standard Learning Credits pay up to £175 a financial year, covering 80% of fees for approved personal development courses. You can use them in service or during resettlement, with approval through your Education staff on MOD Form 1950 before you start.

They cannot pay for the same course elements as ELC, so they suit a separate piece of learning rather than topping up the same course.

Veterans into Logistics

Veterans into Logistics is a charity that provides funded HGV driver training for veterans, linked to jobs, with partners including Asda and Muller. The government gave it £100,000 through the Office for Veterans' Affairs in 2022, and in March 2024 it received £67,122 from the Veterans' Career Development Fund to train 22 veterans.

We could not confirm its current intake, so contact the charity directly to ask whether places are open.

If you have already left

Once you are a civilian, the other funded routes apply to you too. A Skills Bootcamp is free if you are 19 or over, hold a full car licence and one is running where you live. The Level 2 Driving Goods Vehicles certificate is free through the Adult Skills Fund if you are unemployed or earn under £25,750. If you claim Universal Credit, your work coach can consider the Flexible Support Fund.

If you are paying the balance yourself, compare all-in prices rather than headline ones. Our cost guide shows what UK schools charge and every official fee.

Common questions

Can I use ELCAS for HGV training?

Possibly. ELC only funds courses at Level 3 or above with an approved provider, and we could not confirm from published guidance how an HGV licence course meets that rule, although at least one provider lists Category C and C+E under ELCAS. Ask ELCAS and the provider to confirm in writing that your course qualifies before you pay anything.

How much ELCAS can I claim for an HGV licence?

Up to 80% of the tuition fees, capped at £1,000 a year on the lower tier (6 to under 8 years' service) or £2,000 on the higher tier (8 years or more). You pay at least 20%. Three lower-tier claims can be combined once into a single claim of up to £3,000.

Can I use my resettlement grant for HGV training?

The Individual Resettlement Training Costs grant pays up to £534 towards tuition fees if you have 6 or more years' service or are medically discharged, and it can count towards the 20% share you pay under ELC. Ask for a quote that shows tuition separately from test fees.

How long after leaving the forces can I use ELC?

If you left on or after 1 April 2016, your course must start within 5 years of leaving, or within 10 years for certain medical discharges. You also need to claim through ELCAS at least 25 clear working days before the course starts, so allow time for that.

Is HGV training free for veterans?

Not usually. ELC is part-funding: it pays up to 80% and you pay at least 20%. The charity Veterans into Logistics has provided funded HGV training for veterans linked to jobs, but check whether it has places open. As a civilian you can also use bootcamps and other free routes if you qualify.

What are Standard Learning Credits?

An MOD allowance of up to £175 a financial year, covering 80% of fees for approved personal development courses. You can use them in service or during resettlement, with approval from Education staff on MOD Form 1950, but not for the same course elements that ELC is paying for.
