HGV training through the Jobcentre: how the funding works

Jobcentre Plus can pay for HGV training, but there is no automatic right to it: the money comes from a local budget and your work coach decides how to use it. This guide explains how that budget works, who it covers, and what to take to your appointment so your work coach has everything they need to make a decision.

The Flexible Support Fund in plain English

The Flexible Support Fund (FSF) is a locally managed Jobcentre Plus budget that work coaches use to tailor support to individual claimants. DWP's guidance describes it as money to supplement existing services, and awards are meant to improve your job prospects. It is discretionary: you cannot claim it as of right, and your work coach decides.

It has been used for lorry drivers before. In answers to Parliament in 2020 and 2022, the Department for Transport said FSF grants were available to unemployed drivers and Universal Credit claimants to renew their Driver CPC, and the 2022 answer also mentioned a Jobcentre Plus HGV driver training pilot, without giving details.

Who it covers

The FSF guidance we have read covers Universal Credit claimants from their first assessment period, once your identity is verified, your Claimant Commitment is accepted and you have attended your First Commitments Meeting.

The Working Enough regime is not eligible. If you claim Jobseeker's Allowance or Employment and Support Allowance, ask your work coach, because the guidance we found only deals with Universal Credit. The eligible Universal Credit regimes are:

How work coaches decide

A DWP minister told Parliament in March 2026 that work coaches must explore all other potential sources of financial support before using the FSF. In practice, expect to be asked whether you have looked at a Skills Bootcamp or a free Adult Skills Fund course first, and have an answer ready.

Awards are checked afterwards, and DWP can ask for repayment if what it paid for is not used as intended. A new digital FSF application system was due to launch nationally by the end of March 2026. We have not found a published limit on how much can be spent on one person's training.

Low Value Provision: how the Jobcentre buys a course

When DWP buys training for claimants it uses Low Value Provision (LVP), a supplier route run through an online platform called Basware. Training providers have to be certified to quote, and certification lasts 12 months.

What to take to your work coach

Restart, work academies and travel costs

If you are on the Restart Scheme, take the same quote to your Restart adviser and ask the same questions. We already work with Jobcentre Plus offices and Restart providers across Kent and the South East.

Sector-based work academies offer people aged 18 and over on unemployment benefits up to six weeks of pre-employment training, a work placement and a job interview, with training, travel and childcare paid while you stay on benefits. We have not found one specific to HGV driving, but it is worth asking. Separately, the FSF guidance pays travel at public transport fares by the most economical route, or 25p a mile by car.

If the answer is no

Ask your work coach what would change their decision, and check whether a bootcamp or Adult Skills Fund course has opened in your area since you last looked. If you decide to pay yourself, our funding page sets out the payment options, and every booking comes with the training centre, test centre, dates and full price confirmed in writing before you pay anything.

Common questions

Will the Jobcentre pay for my HGV licence?

It might. Work coaches can use the Flexible Support Fund to pay for training that helps you into work, but it is discretionary and they must check every other source of funding first. Take a written quote for the course and ask specifically about Low Value Provision funding for an HGV licence.

Can I get HGV training on Universal Credit?

Universal Credit claimants are the group the Flexible Support Fund guidance covers, from your first assessment period once your Claimant Commitment is accepted. Most work search regimes are eligible, but the Working Enough regime is not. Your work coach decides whether to fund a course.

What is the Flexible Support Fund?

A locally managed, discretionary Jobcentre Plus budget that work coaches use to tailor support to individual claimants, with the aim of improving their job prospects. It can pay for training, and the Department for Transport has told Parliament it has been available to unemployed drivers to renew their Driver CPC.

What should I ask my work coach for?

Ask whether Low Value Provision funding can be used for an HGV licence, and bring a written quote showing the full price, what it includes and the dates. Be ready to explain which licence you want, which local jobs it opens up, and what you found when you checked bootcamps and Adult Skills Fund courses.

Do I have to pay Jobcentre funding back?

Not if it is used as intended. DWP checks awards afterwards and can seek repayment if funded items are not used for their purpose. If your plans change, tell your work coach straight away rather than letting the course lapse.

Can HGV Training Hub send a quote to my work coach?

Yes. Call 01634 907 229 or WhatsApp 07541 093339 and we will send a written quote the same day, with the full price, what it covers and the dates. Your work coach decides whether to fund it, not us, and asking costs nothing.

Can I get help if I claim JSA or ESA?

Possibly, but check. The Flexible Support Fund guidance we have read covers Universal Credit only, so ask your work coach directly. Skills Bootcamps and free Adult Skills Fund courses are open to people who are out of work, as long as they meet the other rules.

Need a written quote for your work coach?

Call 01634 907 229 or WhatsApp 07541 093339 and we will send a written quote the same day, showing the full price, what it includes and the dates. Your work coach decides, and asking costs nothing.
